Isle of Man Companies Registry
The Isle of Man Companies Registry (‘the Registry’) serves as the Isle of Man’s equivalent of Companies House in the United Kingdom. It oversees eight distinct registries, each governed by its own legislation, feeds, and statutory filing obligations. The Registry is responsible for the incorporation, administration, maintenance, and dissolution of companies and other business entities as prescribed by Isle of Man legislation. It maintains the register and a record of all entities incorporated in the Isle of Man, which currently stands at 40,000. This provides an essential facility for members of the public to view documents which have been filed.
The Challenge
Legacy technology platforms impact customer service
The Registry was hampered by outdated technology platforms, which were unreliable, costly to support, and inflexible to adapt to evolving business needs. Staff were often forced to rely on legacy technology and disparate, paper-based systems which impeded their ability to respond to client enquiries efficiently and manage the vast amount of information required for both internal processes and public access.
The Solution
New online system to better meet customer needs
The Registry decided to invest in a new system COREGSIS (Companies Registry Single Integration System) to move processes online and improve services to its users. This initiative aligned with the Government’s Digital Strategy, which aimed to simplify interactions and make it easier to do business with the Registry. Following a competitive tender process, PDMS was selected to design, develop and implement the new system.
The Project
The PDMS team worked very closely with the Companies Registry team to understand their requirements. This involved extensive consultations with both Government and private sector service users through workshops to input into how the system was designed and ensure it met their needs.
The system’s workflow management feature streamlined the handling of company events by presenting relevant information specific to each event, thus making data processing more efficient. The automatic publication of documents meant that once documents were scanned into the system, users no longer had to manually file, publish, or generate documents and certificates. COREGSIS also automated the generation of certificates and correspondence, standardising public-facing documents, reducing errors, and improving processing times.
The Results
The successful implementation of COREGSIS streamlined internal processes, provided better access to information, and improved customer services.
COREGSIS has greatly enhanced the Isle of Man Companies Registry’s ability to ensure reliability and efficiency in their operations. By centralising all company information and documents into a single system, the Registry has made it significantly easier to search for and access comprehensive company histories. The automation of company lifecycle processes, including annual returns, winding up, dissolution, and strike-offs, has reduced the need for manual tracking and monitoring, enabling the Registry to quickly identify a company's status and next steps.
