Fife Council
Fife Council, in partnership with various organisations, works to support long-term unemployed individuals to address challenges such as mental health, substance misuse, homelessness/at risk. Their goal is to help these individuals achieve sustainable employment.
The challenge
Data silos through disparate systems
Fife Council sought to connect learning, skills, and jobs via its Opportunities Fife service, which serves as a local one-stop shop for employment and skills across region. The service required a unified web platform capable of running multiple separate services through one system, thereby eliminating data silos and duplication issues.
The solution
Joined-up services on SignedUp platform
PDMS implemented a customised version of our SignedUp platform for Fife Council. This platform allows the council to manage a wide range of complex services and processes through a dynamic forms and workflow engine, enabling council administrators to quickly and easily set up and deliver personalised services around the needs of the individual.
The project
Fife Council adopted the PDMS SignedUp platform, establishing a digital infrastructure across their employability and skills services. This implementation benefitted residents, employers, educators, and the broader economy by integrating existing relationships with employers and residents in the Opportunities Fife network. The platform replaced their previous jobs portal and introduced enhanced functionalities, resulting in over 700 vacancies being advertised and filled in over five years.
During this period, the PDMS development team made over 400 enhancements to tailor the system to the council’s needs without compromising user-centricity.
The results
The implementation of Opportunities Fife has significantly streamlined Fife Council’s employment and skills services, effectively connecting learning, skills, and jobs to drive sustainable employment and economic growth in Fife.
The platform now manages the Fife Council Job Contract service, leveraging the council's recruitment expertise and resources to support SMEs by advertising vacancies, standardising applicant responses, and filtering these to provide shortlists for employers.
Additionally, it plays a pivotal role in administering the Council’s successful Foundation Apprenticeship programme, allowing young people to view and apply for apprenticeships via the portal, while council administrators manage applicants through the backend system.
